BACIA PRIME is a torus residential space station capable of a 5,000 patron occupancy. It operates under a strict bureaucratic control in order to maintain efficacy in providing renewable resources for sustaining permanent inhabitance.
The orbital station is situated within the outer reaches of the planet Lyde’s thermosphere, a struggling planet populated by a variety of species, the majority being human or human-like. For several generations, Lyde has been in a state of emergency. Resources on the planet are considerably depleted, and vying for sustenance has created a hostile environment and an authoritarian government.
BACIA PRIME was created in an effort to recover, improve and expand civilization. In order to be successful, its operation is heavily regulated. The civilian inhabitants of BACIA PRIME are collectively called denizens and are referred to as such by superiors called primaries.
REGULATIONS
I. Currently, BACIA PRIME is comprised of approximately 1,000 denizens and 100 primaries. This number is maintained through screening entrance to BACIA PRIME by controlling migration from Lyde or surrounding planets, selective breeding, mass contraception, and sterilizaton.
A. Migration is only granted through demonstrated contribution to the benefit of BACIA PRIME as a whole. Each denizen must have a skill, job or quality, and potential immigrants must request entrance or be invited by the primaries.
B. Reproduction is allowed only through permission granted by the primaries. In order for a pair of denizens to procreate, they must be health-screened, tested mentally and physically, and agree to foster their minor’s skills, education and training path chosen by the primaries. A “romantic relationship” is not required and rarely the case, and approved denizens are matched, without warning, to begin their procreation once a new termination or death is expected. Primaries may be arranged to procreate with exemplary denizens.
C. In order to prevent overpopulation and unwanted pregnancy, female denizens are fitted with intrauterine contraceptive devices. Should pregnancy still occur, the minor would be terminated.
D. Sterilization occurs when a denizen is unfit for reproduction due to health issues, or has exhibited defiance of regulations and primaries.
II. Each denizen of BACIA PRIME must contribute a skill, job or quality that benefits the civilization.
A. The skill, job or quality must be constantly honed.
B. If the skill, job, or quality is no longer needed, the denizen is a potential for termination.
C. Unless a denizen has acquired a skill, job, or quality prior their entrance to BACIA PRIME, they are evaluated and a trait is chosen for them.
i. Examples of skills include: welding, information technology, organization, maintenance, child-rearing, engineering, etc.
ii. Examples of jobs include (not limited): nurse, physician, teacher, midwife, housekeeper, primary assistant, etc.
iii. Examples of qualities: beauty (rare eye color, hair color, skin), fitness, obedience, submissiveness, etc.
III. Termination is the execution of denizens who are no longer fit for residence of BACIA PRIME.
A. A denizen may appeal to a jury of primaries for a second chance to live if they are a candidate for termination.
B. A denizen becomes a candidate for termination when they no longer are a beneficial contribution to BACIA PRIME.
C. A denizen that no longer practices and hones their skill, job, or quality will be terminated.
D. A denizen that defies a primary in a pivotal way or on a continuous basis will be terminated.
E. A denizen that presents false information knowingly will be terminated.
F. A denizen that jeopardizes the population of BACIA PRIME will be terminated.
G. Unwanted pregnancies, removal of the intrauterine contraception device, infant minors deemed imperfect, or minors that show little potential will be terminated.
H. Reckless consumption of resources will result in termination.
I. Unhealthy or diseased denizens will be quarantined, evaluated and terminated if they are unable to be healed or pose a threat to the population of BACIA PRIME.
Surveillance tracking is the predominant way in which denizens are monitored on the BACIA PRIME by the primaries. Surveillance cameras are assumed to be anywhere, and their location is undisclosed to denizens.
In addition, each denizen is assigned an ID number. This number allows primaries to access the records of the denizens. The record contains the origin, age, medical history, status, classification, consumption and infractions of the denizens. Hacking and changing this information is grounds for termination.
The 100 primaries of BACIA PRIME are the superiors of the denizens and are ranked within themselves, the highest being the Pilot/Captain of the space craft, followed by the Second in Command, and so forth.
The primaries are elected by nomination of other primaries. Primaries are either migrated onto the BACIA PRIME from Lyde, a minor born to be trained into a primary, or an exemplary denizen.
A primary remains in their position until they perish or commit treason and become banished or terminated.
The primaries are governed by the highest ranking primary and a system of checks and balances (however, primaries have taken to their role so much that they are known to abuse their power to humiliate or threaten the lives of denizens).
STRUCTURE
BACIA PRIME functions entirely on solar energy from nearby stars and is divided into sectors. Denizens are free to move from sector to sector, though some areas require authorization from a primary.
